If I qualify to petition at U.S. Embassy Paris, can I petition for an immediate relative immigrant visa for a third country national (non-French citizen)?
Exceptionally, in some instances, third country nationals may apply in Paris. First, that person must present a valid French residence permit (titre de sejour) demonstrating they have the right to remain in France for the duration of the immigrant visa application process (generally six months or longer). Citizens of European Union countries without residence permits must provide proof (e.g. employer letter, lease, utility bill, etc.) that they are currently resident in France. Otherwise, they must apply in their country of origin.
