Ankle weights are a bad idea when running. They put a weight where there isn’t supposed to be one, so the strange weight distribution causes you to change your stride and opens you up to injury. If you want to run fast, there are many strength exercises that won’t require weight lifting. Uphill repeats increase leg strength. Typically any exercise done using only your body weight won’t pack on the muscle either. Jumping is beneficial as well – jump onto a surface that’s 18-24 inches tall and back down. Also, you need to decide what you mean by “run fast”. Do you want to be a sprinter, or do you want functional speed for use in long running? The two are different, with different requirements.
