Not necessarily. If you are funded to provide information and referral under your LAV grant, and that is the service the victim/survivor needed, then you have fully served that person. If you are funded under your LAV grant to provide information and referral, as well as full representation, and someone who is seeking full representation is provided with only information and referral or brief services, then that person would be partially served.
