What state??? In SC, you need a resident or nonresident salt water fishing license. If you want to crab fish, bait for shrimp or collect other shellfish, there are separate licenses needed. I live in PA and keep my non-resident SC salt water and crabbing license current. No salt water license in Needed in NJ but anyone who wishes to harvest hard clams, soft clams, surf clams, oysters, bay scallops or mussels (or other molluscan shellfish excluding conchs) needs a Shellfish License. DE requires a license (resident & non-resident) for ALL fishing. I don’t know about MD. VA also requires a resident or non-resident salt water fishing license.
