If I have multiple LMF data bases on a single system, does that mean I need to purchase additional licenses for OpenVMS and for the layered products?

No, you may use a single license for each product for the entire system. For all license types you may load the License PAKs into each data base in the Galaxy system. For Concurrent Use licenses, however, you are required to “modify down” the number of license units so that your actual usage will not exceed your licensed usage.
