If I fill out a DRC, how do I decide whether to mark the “No Comments” or “Comments” boxes in item 8 of the DRC form, especially if my comments are all editorial notes or just suggestions?
You would mark the “Comments” box and document your comments on the following pages of the DRC, or make a single comment on page 2 of the DRC referring an attached mark-up of the reviewed document. For the comments you want the author to respond to, you would place a “Y” in the second column of page two of the DRC. For suggestions or editorial comments you do not require the author to respond to or address, you would place a “N” in the second column of page two of the DRC. Once you and the review requester reach agreement on the resolution of your comments (those comments marked with a “Y” in the second column on page 2 of the DRC), the record of the review becomes the DRC, signed by both of you at the bottom of page 1, with page 2 (and any other pages) and the mark-up attached, if applicable.
