If I encode a realmedia video into .asf, will the quality be better?
No. First, both StreamAnywhere and WindowsMediaEncoder will not accept a realmedia file as input. Second, recall that the best quality an asf clip can have is limited by the quality of its source mpeg, which means crap mpeg = crap asf. So even if you could convert a realmedia video to asf, the quality certainly won’t be better. Note: one way of converting .rm to .asf is by going from .rm -> .avi -> .asf, but then the resulting quality would not be the best since each level of conversion is degenerative. The key to producing a quality asf is by going through the least number of levels, ideally the best would be only one: mpg -> asf or vcd_dat -> mpg -> asf. Please be aware, that I’m not knowledgeable about the realmedia formats, rather I’m more informed about mpeg to asf/wmv conversions.
