If I bank a Negg that has a restriction like Golden Negg (To bank this card, choose 2 cards in your hand and discard them.), do I have to meet the restriction on that Negg?

Yes. Whenever you can bank a card you must meet all “to bank” requirements to put the card into your bank. For example, if you wanted to bank a Golden Negg using Mummified Negg, you must discard 2 cards from your hand. The same would be true if you wanted to bank Golden Negg with Bori Miner.
