Yes, the regulations oblige maintenance organisations to formally authorise the individuals they employ. This ensures that the organisation takes responsibility for their competence, currency and recurrent training before allowing them to perform and certify for maintenance. Only Part 66 licence holders (i.e. LAMEs) may be authorised to issue a Certificate of Release to Service for aircraft maintenance. Other individuals can be authorised for specialised maintenance activities such as NDT, welding etc. and aeronautical product maintenance which are typically outside the scope of a Part 66 licence holder.
