If I am receiving funding from another award which occupies 75% FTE may I complete the New Connections grant at 5-10% FTE?

No. The New Connections grant aims to support researchers by buying out their time so they are able to conduct their research. Therefore the minimum FTE requirement of 25% must be met. An in-kind 25% FTE is not within the intent of New Connections funding.
