If I am cerified by the district-wide eLearning Cetification Program, may I request a course shell on the Blackboard Vista Development server?

After completing the training faculty will be allowed to request a Blackboard Vista Development course shell. Of course, the instructor must have a valid reason for requesting the course shell such as to develop a course for delivery, recreate a current course, etc.
