If I am an existing BPI Express Credit cardholder, and apply/become a BPI WorldPerks MasterCard cardholder, can I convert my Frequent User’s Privileges Points to miles?

No, Frequent User’s Privilege Points are exclusive to the other BPI Express Credit cards. The FUP points cannot be transferred / nor converted to miles once you become a BPI WorldPerks MasterCard cardholder.
