Yes, since you have dedicated a lot of time and energy to become a Black Belt, you can skip the colored belt ranks and when you understand the techniques, apply for Shodan, 1st Degree Black Belt. You can only receive a certificate in Yoshin Ryu Jujitsu if you have studied with a Yoshin Ryu Instructor or if you have studied the material on the video. Since you are already a Black Belt, you can study the material, when you feel comfortable with the requirements, to the level where you can perform the requirements from memory, you then request your Shodan certification. (Although not required, you can send a video of yourself demonstrating the requirements.
