You should call SubmitAdGroupForApproval only once during the lifecycle of an ad group. When you create an ad group, it must contain at least one ad that contains at least one keyword before you call SubmitAdGroupForApproval. Before you submit an ad group for review, the ad group must contain at least one ad and at least one ad must contain at least one keyword. If you later decide to add more ads or keywords to the ad group, don’t call SubmitAdGroupForApproval again.
