If HRUC decommits a unit can the QSE be Capacity Short in Settlement?
A QSE representing a decommitted resource can still be held Capacity Short in Settlements. If, however, a QSE receives notice of a resource decommitment for a non-wind resource within 2 hours before the operating hour, it will be given a capacity credit. This is due to the fact that the adjustment period for the first hour of decommitment would have already been closed. That capacity credit, however, will only exist for the first hour of the decommitment. This is detailed in Nodal Protocols section 5.7.4.1.1(2).
