God is not willing that ANY should perish, He gave you the light of conscience and creation, if you follow the light you have, He will give you more light. However, the key words in your question of God, what he knows, what you’re going to do, Christian vs atheist, his choice, God’s plan, free will, etc. have been debated among theologians for centuries, and it is known as the doctrine of Calvinism. The Apostle Paul would answer your questions as being among the mysteries of Christ.
