If Fungi-Nail Brand® is used to treat finger and toe fungus then why does it say not effective on scalp or nails in the package?

This statement refers to the application of the product, NOT its effectiveness/safety. In 1994, the FDA passed a ruling that no over the counter antifungal product is effective on the nails because products available without a prescription could not penetrate the nails, therefore making it ineffective on the nail itself. For that reason the disclaimer “This product is not effective on scalp or nails” is required by the FDA on all over-the-counter antifungal product labeling. Since nail fungus grows on the nail bed, not the actual nail, you are to apply Fungi-Nail under the nail and around the cuticle area of the affected toe or finger. If you apply Fungi-Nail as directed, depending on the severity of your fungus, you should begin to see results within 4-8 weeks; but remember that it could take from 4 to 9 months for a new healthy nail to grow out.
