If Backlash decks are not used in a game, does the 2MPT ability to add 3 cards to their starting hands kick in?

No. Since no Backlash decks are used, there is no end of Pre-match phase. However, if at least one person is using a Backlash deck, then yes, they do draw 3 cards if appropriate.
