If another comments on the web site’s blog, does he/she license the rights to the web site owner?
When a person uploads comments on a blog for the purpose of public display, he/she is likely giving an implied license at least for that display and the incidental copying that goes along with it. If a web site wants to make things clear, then add a Creative Commons license to the Terms of Use for the blog’s comment post page and a statement that by posting comments, writers agree to license them under it.
