• The organisation would not be eligible as they are not the direct recipients of previous grants, regardless of how they have been managed. Organisation X has received managed funds from the Scottish Arts Council, but is part of a Local Authority. They don’t have a constitution or board as such, but they do have a management structure in the council. Organisation X previously set up a steering group for a large lottery award which could be reinstated to oversee the implementation of the business plan if necessary. Would Organisation X then be eligible to apply? • As organisation X will apply through their Local Authority, as they have in the past, they would be eligible. They would have to have their own business plan in place. If they feel the need for a steering group to discuss artistic ideas, then they should set one up, but not purely as a tick box exercise.
