An LEA should not budget for the proposed CEIS amount in the flow-through budget under a placeholder budget line. LEAs are not required to budget the entire allocation amount before submitting IDEA budgets. The LEA may leave the amount it plans to spend on CEIS out of the flow-through budget and include the amount later in the CEIS budget. For example, if the LEA has a flow-through allocation of $100,000 and the plan is to budget $10,000 for CEIS later in the summer, the LEA should budget $90,000 or less for flow-through. The LEA will be able to submit the flow-through budget without having to budget the entire allocation of $100,000.
