If an individual health plan places limits on Adult Basic enrollment after the program is operational, how and when should the Insurance Department be notified?
Section III-3 found on page 32 of the RFP (relating to Enrollment Limits) requires that offerors should specify any enrollment limits to their proposal and the basis for any such limits. Offerors are cautioned that proposals that propose no enrollment limits will be given preference over those that do. The imposition of limits by a contractor subsequent to the execution of a contract is not contemplated nor permissible unless specifically deemed necessary by the Department as a result of funding limitations for the program or for other good cause as determined by the Department.
