If an IHE has a working relationship with a mayor or city official from a neighboring county or city, can this person be the signatory for partner agreements for the grant application?
A representative for partner agreements must be designated at the appropriate level of local or state government for the locality in which the IHE to be served is actually located. If an applicant consists of campuses located in other cities, an official from each city would need to submit partner agreements for the campuses each will serve.
