If an employee refuses to sign a Performance Plan, a Progress Review, or the Summary Rating at the end of the performance period, what happens?
Employees sign and date performance related documents to indicate that they have been discussed. If an employee refuses to sign, the rating official should note this in the employee signature block. Employees are held responsible for performing their duties as described in the performance plan, even if they refuse to sign the plan. Signature by the approving official places both the performance plan and summary rating in effect. A copy of these documents must be given to the employee.
