During the first 12 months following conversion, the NSPS conversion rules allow a one-time exception for employees who are not eligible for Accelerated Compensation for Developmental Positions (ACDP) to receive pay increases for noncompetitive promotion equivalents when the grade level of the promotion is encompassed within the same pay band.
