If an EECBG project is a portion of a larger project, is it necessary to obtain certified payrolls for the entire project or just labor that is performed with EECBG funds?
ANSWER #3: The Recovery Act provides that “laborers and mechanics on projects funded directly by or assisted in whole or in part” with Recovery Act funding must be paid the prevailing wage as set forth by the Secretary of Labor. Therefore, if the EECBG-funded project is part of a larger project, the entire project is subject to the DBA requirements. If the entire project is subject to the DBA requirements, weekly certified payrolls would be required for the entire project.
