If a vehicle is transferred with annual fee plates on it, does the new owner have to pay the annual fees or do they get a refund?
The new vehicle owner would be responsible for the annual fees. If they do not want to pay the annual fees they can return the special number plates and request standard number plates or SNP Standard Content number plates for a one-off order fee. There are no refunds on annual fees which have already been paid.
