Yes, a technician may complete a certificate for a vehicle that failed an inspection if those items that failed the last inspection and listed in the Record of Inspection have been repaired, replaced or otherwise rectified and the technician is satisfied that the vehicle is safe to operate on a highway. A vehicle must still be safe prior to issuing the certificate. In the event additional wear or damage has occurred the technician is not required to complete the certificate.
