A student who starts a test but does not finish enough questions to yield a valid score is counted as not participating and is not included in the calculation of the percentage of tests meeting standards. For OAKS Online, a test with 5 student responses is considered a “partial” test. For paper-pencil tests, minimally 10 responses are required to be considered “partial” test records. A writing response must be scoreable or will be considered incomplete. Prior to the 2006-07 school year, a student who started a test but did not finish enough questions to yield a valid score was counted as participating in the state assessment and as not meeting standards. The district could indicate on the test record if a student refused to complete a test or absence precludes completing the test during the test window, in which case the student was counted as not participating and was not included in the calculation of the percentage of tests meeting standards.
