If a spells target gets a bonus to his saving throw if the spell is cast late, doesn that make high level spells useless?
No. Keep in mind, the subject of a spell will only gain that bonus if his action comes first. If his move occurs on the last segment, along with the spell, or the spell is cast before his action occurs, he was caught off-guard and receives no bonus against it. Using one or two low-level spells to incapacitate the opponent is generally a good idea before attempting a high-level spell.
