If a speech pathologist (fee for service) is setting up transportation to a medical doctor, can the speech pathologist bill for setting up that transportation?
If the transportation is being billed under the school-based fee for service methodology by the school, then any effort including the staff time spent scheduling, arranging, or providing the transportation would be included as part of the fee for service billing. It is not an allowable administrative claim and should be Code F on the survey form as a direct medical service. If the transportation is not being billed under the school-based fee for service methodology, then scheduling, arranging or providing transportation is an allowable administrative claim under Code D1. This is true regardless of whether the student has private insurance or is on the Oregon Health Plan (OHP). Although this scenario is highly unlikely to occur (assessment immediately followed by transportation), the key is if transportation is being billed as school-based fee for service methodology it is included as part of the fee for service billing.
