If a site has been developed using WebSamhita components, does the end user need to download the WebSamhita components every time I visit the site?

No. WebSamhita components are downloaded the first time the user visits the site. From the next time onwards, no component will be downloaded. However if some files are missing, only those files are fetched from the WebServer as and when required.
