If a request for expressions of interest (EOI) remains open for 25 days, does a subsequent select tender process need to be kept open for another 25 days?
Yes. Where an agency calls for EOIs for a covered procurement and then conducts a select tender process on the basis of the EOIs, the agency is making two distinct approaches to the market and the mandatory time limits (ie 25 days unless the procurement meets time limit reduction criteria) apply to each stage of the process.
