If a public official/public employee violates the Ethics Act, can he “undo” the violation through remedial measures?

No. The Commission has held that “remedial measures,” such as to rescind a prior vote, do not “undo” or negate a violation if such has occurred (see, Dovidio, Order 1202; Peters, Order 1128; Hofrichter, Opinion 98-003-R), but may be considered as mitigating circumstances when the Commission considers the imposition of an appropriate penalty or referral for criminal prosecution (see, Dovidio, supra).
