If a MW powers 300 houses, and you are building 20 MW and Clarke County has only 4,000 houses will the solar facility provide enough power for the entire County plus some?
The 300 houses is an average number. The project will also power non-residential electricity usage in Clarke County, and will very likely provide power to surrounding counties based on the demand profile in the area, the availability of other power generation sources in and outside the area, and the availability of transmission lines in the area.
