If a married man cheats on his wife, how much accountablity should rest with the “other woman”?

The man is the one that had the commitment to his wife. Since it was up to the married man to keep his promise to his wife and instead made the choice to have sexual relations with somebody else, he is fully responsible for his actions. The “other woman” in reality had no commitment or obligation to the marrage. I do not agree with the “other womans” actions of course but it is the responsibility of the people in the marrage to be faithful.
