Yes. The gaining registrar will be charged for the registrar-to-registrar transfer, which adds one year to the term of the domain. The gaining registrar is allowed to charge its registrant for this fee. The fee will be at the then-prevailing rate in the registry. That fee will be higher in the Sunrise Period, then lowered in the Land Rush Period, and then lowered again the Open Registration period. Please confer with your registrar of choice regarding their retail fees.
