Clause 30 can only be activated if there is a Schedule of Rates for the Works, or a part of the Works involving the new item of works. If there is no description included in the Schedule of Rates for the item actually encountered, because of Site Conditions, and the item is required because of Site Conditions, then a new item and rate can be added provided the scope of the activity for which the new rate is required is included within the Schedule of Rates.
