Each installation’s officials will make their own decision on when to stop filling vacancies (also known as stockpiling) because they may be needed for reduction-in-force placement. Generally, a committee is established to review vacancies and determine the need to fill them prior to the closure. Temporary personnel actions may be effected in lieu of permanent ones, such as details, temporary promotions and reassignments, and temporary and term appointments.
