Well – if the goal is to make bucks, I would strongly suggest checking “the market” for how many people would like to live in a sub-basement or even a basement. If your goal is to live in one your self, – resale value of your old sub-basement? If you are not planning to live alone, can you find a “significant other” or roommate who shares your idea of living in a cave. “How to do that” a) procurement – personal visits to determine ownership? Search EPA records of ownership might save legwork – b) local construction permits – I couldn’t guess – probably have to plow new bureaucratic ground c) practical specifications/plans/construction ???
