A. The duck stamp, more properly called the Federal Migratory Bird Hunting Stamp, is not normally sold at license agents because it is a federal, not a state stamp. It can be purchased at any post office. Some license agents, as a convenience to customers will purchase stamps from the post office and resell them to hunters. The stamp is required for hunting ducks, geese and mergansers. It stands to reason that hunters might think license agents would carry duck stamps. Wyoming license agents do sell the state conservation stamp and issue the free federal HIP or “Harvest Information Program” permit required for all migratory bird hunters. Admittedly, sometimes this game gets confusing.
