You need to check and see what the law is in your state/jurisdiction. I know in the state that I work in the age of the person failing to wear the restraint dictates who gets the citation. I imagine that the officer who cited you knows what the law is and it was probably appropriate by law for you to receive the citation. My best advice for you is to make a rule that the car doesn’t move unless everyone is in a seat belt, if your passenger’s don’t like it, let them walk.
