It is illegal to refuse or restrict service at any place of public accommodation on the basis of race, color, sex, religion, national origin or marital status. This includes restaurants, hotels, theaters, parks, hospitals, nightclubs, health spas and all establishments located within Phoenix city limits that offer services to the general public.
