This issue has gone back and forth several times, but the final guidance on the issue was published via President of the Uniform Board decision memorandum of 29 Jan 04 and MARADMIN 322/05. Paragraph 1005.2.a now states that while on a military installation civilian headgear will not be worn indoors, and bandannas/doo rags are not authorized for wear. Local commanders dictate who civilian headgear is worn (i.e. brim facing forward…).
