The second coat of acrylic wallcovering primer will promote adhesion and give you a better chance of success. There have been recent advances in paint technology that have resulted in a few products that will do both jobs. This class of water-based penetrating sealers that will promote surface adhesion to wallcovering include “Draw-Tite” from Scotch Paint (CA) and “Gardz” from the Zinsser Company (NJ).
