I want to start working on web pages for my site but not publish them yet. Can I do this with SiteWing?

Yes. Since SiteWing is a stand-alone program which works offline, you can complete your website before you even have a web server. Imagine if everyone used SiteWing, we could eliminate the dreaded page under construction messages!
