Creatine has never been scientifically proven boost muscle mass. That is why it is sold as a supplement, not a drug. At the most basic level, you build muscle by first breaking down the ones you have through physical training. The body naturally reacts to the break down, by regenerating a stronger muscle. You break that down by exercising heavier, the body rebuilds, etc. If you are still a teenager, you may simply have more trouble building mass until your body is fully grown. But you can still build strength.
