In this case you need to apply for a waste permit for class 10 activities under the waste management act 1996. Waste land with a consequential benefit for an agricultural activity or ecological system. You will require a site survey for this and will have to employ an approved agency, ie Philip Farrelly & Partners to make application on your behalf.
