Any country with an active kennel club will have a breed club so you best look for a Samoyed Breed Club where members can refer you to reputable breeders and tell you about available adults and litters. If you are unsuccesful, many breeders will consider shipping a puppy internationally if you can ensure them the dog is going to a good home so be prepared and not offended if the breeder will ask many questions. In this case the buyer has extra expenses such as a health certificate so the pup can fly and any ethical breeder will not let a young pup fly before being at least 10-12 weeks old, depending on the puppy and the distance. Or the breeder will ask you to come to pick the puppy up so it can ride in the airplane cabin with you.
