Many Non-US ISPs filter their traffic through a proxy server that blocks Web Folders traffic. Many international My Docs Online users have had success configuring a My Docs Online Web Folder using http://webfolders.mydocsonline.com:8080. The 8080 at the end is a port number that many proxy servers will allow Web Folders traffic through.
